If you are a Marine Farmer, you must be registered as a client of FishServe and apply for a fish farmer registration before you begin farming.
You will need to complete an Application for a Registration or Variation of a Fish Farmer form and submit it with the application fee.
In your application, you will need to provide a copy of the resource consent(s) or certificate(s) of compliance from your regional council that relate to the site(s) and/or species applied for.
If the resource consent (or consents) is not under the applicant's name, then the applicant will need to provide proof that they have the consent of the resource consent holder. This must be a separate, signed document that clearly defines what the resource consent holder is consenting to, and a copy of their resource consent(s) must be included with this document.
If your application for a Fish Farmer Registration is successful, you will be able to view, add to, amend or cancel your marine farm registration(s) online as well as add new marine farm registrations.
In addition, we receive the following types of aquaculture applications:
- Application to Register an Aquaculture Agreement
- Application to Register a Pre-request Aquaculture Agreement
- Application to Register an Aquaculture Compensation Declaration
As a marine farmer you are required to keep your information accurate and up to date to adhere to regulations. For example, if your details change you must either update them yourself via the FishServe website OR inform us of any changes.

Aquaculture Registrations
FishServe provides access to the Fish Farmer and Aquaculture registers on request. FishServe is responsible for the maintenance of the Fish Farmer Register, which we hold on behalf of the Ministry for Primary Industries (MPI).
- If you are a marine farmer, then you are required to be registered and register all the sites that you farm.
- If you are the resource consent holder of a site or sites but have leased the site or sites to another entity, then the entity who operates the site(s) must register.
- If a site is jointly farmed by multiple entities, those entities are considered the marine farmers and are required to include the site on their registrations.
- If a site is farmed independently by two separate, distinct entities, then both entities must include the site on their individual registrations.
As a new marine farmer, you must register as a client with FishServe and apply for a fish farmer registration before you start farming.
All marine farmers are required to update their registration(s) when:
- Establishing a new marine farm (or farms).
- Leasing your marine farm(s) or leasing part of a marine farm from another marine farmer.
- Changing the species which your resource consent permits you to farm.
- Renewing or amending the resource consent for your marine farm(s).
- All or part of a marine farming site (or sites) is no longer being farmed.
- You have received an annual client update request from FishServe, which is required to be completed accurately under regulation. As an authorised user of our website, you can complete your annual client update(s) online.
As an authorised user of our website, you can manage your marine farm registration(s) online. You won't be able to do this without Aquaculture authorisation.
All marine farmers included on the Fish Farmer Register are charged an annual levy for each site that they farm.
This levy covers the cost associated with FishServe’s maintenance of the Fish Farmer Register, held on behalf of the Ministry for Primary Industries (MPI).
You do not need to pay when:
- Applying for a fish farm registration.
- Applying for a variation of an existing fish farm registration.
As an authorised user of our website, you can view, amend, or cancel your marine farm registration(s) online as well as add new marine farm registrations. You won't be able to do this without Aquaculture authorisation.

Additional Information
All clients registered with FishServe will receive a Client Details Annual Update form.
Your Annual Update form must be completed and returned within 14 days of receiving it. To simplify the process, you can complete your Annual Update form online.
It is your responsibility to notify FishServe of any change to your personal information within one calendar month of the change(s).
Completed forms can be scanned and emailed to registry@fishserve.co.nz or sent by mail. Scanned documents must be clear, legible, and signed by the appropriate person(s).
